Budgetary Control and Its Impact on the Financial Management of Parish Governments: The Case of the Julcuy Regional Government

Abstract

This research aimed to determine how the implementation of budget control contributes as an effective strategy to improve efficiency in public management in the Julcuy Parish. Decentralized Autonomous Government. The methodology applied was qualitative research, including a survey of GAD employees, a Likert scale, and documentary analysis of the 2023 and 2024 budgets. The purpose of this research was to provide a comprehensive analysis. The inductive method was used to identify trends and patterns in citizen participation, the deductive method was used to verify the relationship between the implementation of budget control, and the analytical method was used to identify areas for improvement and opportunities to optimize budget-related processes. In conclusion, the study demonstrated that the financial efficiency of the GAD must be strengthened, resource allocation optimized, and budget control processes must be guaranteed.
