Abstract

This review article aims to explain the internal and external factors that limit budget optimization in the Puerto Cayo Parish Regional Government (GAD). The methodology applied was theoretical and referential, and a data analysis technique was used to identify the elements of the problem in the results of the scientific study. The research results revealed that among the internal factors that have affected or limited budget optimization are the strategies and objectives of the projects planned for the development of projects, which have not been successfully completed. Likewise, among the external factors are central government regulations and the demands of the population, which exceed the expectations of the allocated budgets. In conclusion, the topic presents the significance of budgeting in public administration, considering it a complex process comprised of the allocation of economic resources for administrative purposes in the pursuit of efficient and well-planned public works. The results reveal important reasons why parish GADs have limited rights to impose, modify, or approve fiscal proposals, legislatures, and expenditure control. It should be noted that, as the central government advances in its administration, they have been assigned greater responsibilities and processes for public expenditure management.
