Evaluation of Strategic Budget Planning and Its Impact on Financial Management of Parish Governments: Case of GAD Julcuy

Strategic budgetary planning is essential for optimizing financial management in local governments. This study analyzes how strategic budgetary planning influences the financial efficiency of the Autonomous Decentralized Government (GAD) of Julcuy Parish. Using a qualitative approach, documentary analysis and interviews with key officials were conducted. The results indicate that planning aligned with strategic objectives improves resource allocation, strengthens transparency, and promotes financial sustainability (Calle García, Baidal Ramírez, & Choez Mora, 2025). This study provides evidence to implement more efficient financial practices in parish governments in Ecuador.
