Citizen participation is not only generated because the population is invited by a government to do so, it must have fostered an opportunity for participation, it depends not only on the tools provided by the state, but on the involvement of citizens in the public administration it depends not only on the tools provided by the State, but on the involvement of citizens in the public administration, their commitment, empowerment and responsibility acquired by citizens, articulating the State with civil society where more effective institutions and a more robust and strengthened democracy are increasing the confidence of citizens, where access to information must be "public showcase", involving procedures, processes, standards and values, being an organizational challenge where production, distribution and management must be the main tasks of public policy. In this bibliographical research, the methodology involved a review of academic literature: official documents; various websites; free-access magazines. The objective is to determine the importance of citizen participation in public policies as a governance strategy where public institutions act transparently and responsibly, for the benefit of society. t is concluded that its success and stability depend to a large extent on the processes of democratic participation and the government agenda that is carried out effectively, legitimacy and ethically, applying the principles of public administration and communication to achieve the effectiveness of public policies.
